No, that was a separate effort by Erik Prince (founder of Blackwater and brother of Betsy DeVos).
The big thing with this latest revelation is the old Watergate saying: "What did POTUS know, and when did he know it?". If Trump knew about this before it was reported by the WaPo, or if he ordered Kushner to develop this secret back channel to Moscow he is in deep doodoo.
