The states' authority to strike agreements with foreign governments is limited by the Contracts Clause, Article 1 Section 10. Of course, the Constitution could be amended but changes to this section seem unlikely.

Trump can't re-negotiate... it's clearly laid out for anyone who can read how the Paris Agreement is structured.....

How does that limit states from entering into an agreement with a foreign business?

More than likely, states will use their industries headquartered to do much of the heavy lifting in reaching out to foreign govts.

The 500 largest US companies (S&P 500) get just about 50% of their revenue overseas now so I would imagine they would use their global clout.

An agreement to do exactly what? I find this discussion to be long on airy platitudes and short on details, so please provide a specific outline of what such an agreement might look like and how it would replace the Paris agreement being discussed here. Thanks.

Liberals are effing idiots. The department of Energy has already published some papers on saving the planet. Wanna save the planet? Turn off your effing lights and televisions and eliminate vampire power draw and we meet the intent of the Paris Agreement.

Republicans are effin idiots. They lack zero vision and can't possibly comprehend that one doesn't have to give up a modern standard of living in order to reduce emissions. Instead they throw out a bunch of half assed assumptions in order to play "gotcha".
