There are over 3,000 people currently under 24 hour surveillence in the UK, each subject costs over £500,000, so that's around £1.5 Billion, enough to pay for around 50,000 police.
There are also many more people of interest, however not everyone can be put under 24 hour surveillence so choices have to be made.
Furthermore the vast majority of surveillence is carried out by the Security Service (MI5) who have sopecialist units backed up by Police Counter Terrorism Units and Special Forces as well as GCHQ and the Secret Intelligence Service (MI6).
In recent years these agencies have been given substantial new resources and attacks are reguarly succesfully stopped, especially high level attacks, however low tech attacks and lone wolf attacks are often more difficult to prevent, and the Security Services have to make choices in relation to 24 hour surveillence resources.
The Security Services were given substantial extra funding last year following the Paris attacks, there have been significant increases at MI5 (Security Service), MI6 (Secret Intelligence Service) and GCHQ (Government Communications Headquarters).
Liberals believe everyone deserves 10th and 11th chances because these demented peoples' lives have more worth than the innocent children, women and men just trying to live their lives.

The reality is, the police in England SHOULD have done more when he was called to their attention. I realize that the police can not go on just someones' word that another person might be doing something wrong, but it looks like they didn't do a whole lot in this case. But, since none of us were there, we can only speculate.
THere are thought police in England, you can be arrested for hate crime that amounts to a song someone finds offensive.

Hate Crime and Speech is actually used to jail more Muslims than anyone else, and it's not offensive there has to be intent to violence that puts geniune fear in to people or support for banned organisation such as ISIS.
Muslims have been jailed under such laws, Abu Hamza al-Masri was found guilty by an Old Bailey jury of using his sermons to incite murder and race hate, as have other Muslim Preachers.
Abdullah el-Faisal, a Muslim cleric convicted of soliciting the murder of non-believers and stirring up racial hatred, was jailed for nine years in 2003 at the Old Bailey in London.
British police arrested Abu Izzadeen on charges of inciting terrorism on 2 August 2007. A spokesman for Scotland Yard said the arrest is related to an "on-going inquiry," involving a speech Abu Izzadeen gave in the West Midlands area in 2006. Izzadeen was subsequently sentened to four and a half years at Kingston Crown Court. He was later arrested again last year and given a further two years in prison for breaching a travel ban.
The Security Service (MI5) and the Police watch these type of people and even record speeches, and they can be arrested for incitement to hatred (religous and racial) as well as incitement to terrorism or for support a proscribed terrorist organisation or outlawed organisation.
So these type of Laws very much apply to Muslims and their speech and behaviour

The problem with surveilling is if you are watching one person there is someone else you have to choose not to watch because of limited resources. I would imagine reports of radicalization are quite common and covering all of them would be an impossible task. They need to pick and choose who to watch.
To paraphrase one US official commenting on the topic, think it might have been Clarke or Hayden.. "We have to get it right 100% of the time, the terrorists only have to get it right once."

Don't be obtuse. These leaders are not literally calling Trump the enemy but if you hear the quotes coming from Merkel and Macron, just to name a few, then you can see they are anti-Trump. These are leaders of countries that have a terrorism problem but yet they are slamming Trump.
Sounds like MI 6 and Scotland Yard have the same brain drain problem we have with the FBI and the CIA. Maybe they're focused on political enemies and not on the enemies of the people as well.

Countries like Germany, France and UK don't consider us the enemy, they simply said we cannot be trusted anymore (because of Trump).
Unless we have a law stating that having extremest views can lead you to be arrested and imprisoned nothing can come out of reporting them other than adding them to the watch list.
The only one that can land one a jail sentence is a view that they intend to harm the POTUS. And even that is flouted by celebrities with impunity.
