OP might want to google a little bit about what China has done since 2014 with their emissions. Working on old data and falsehoods from the President -- not a good idea.
And China didn't pull out of the Paris accord. We did. India is still a mess, but they have so many issues to tackle of their own, including basic sanitation for all citizens, that global actions are probably not on their radar yet.
Except when it comes to taking over our IT industry.
They alone make up half the world's population, and no matter how great an effort other countries make to improve environmental conditions, it's just a drop in the bucket compared to the large-scale pollution continuously mishandled by these two countries.
Where are the demands? Where are the sanctions?
India has three or four times the population of USA but only produce 7 % of the greenhouse gases compared to 14 % from USA who has a much smaller population. And they are trying to improve on that too. Get your facts right before you go spouting off.
And they have every right to get more developed just as USA has become. Did we cry foul when Pittsburgh was belching noxious gases into the sky and we knew they were not good for the citizens.
In Shenzhen they already have completely electric cabs and buses. You won't see that in the US for ten years. China completely owns us when it comes to investments in clean energy and mass transportation, it's a shame.
Please. Stifled us? Hardly. The vast majority of things were optional, and we would have been better off environmentally for them. Clean air, and water are not exactly stifling. Just like the original poster, you are unaware of the facts of the matter at hand.

"Cleaning up" doesn't mean squat when people still can't go outside because of the thick smog.
China is always going to say they're doing something positive. Thats how commies act.
If they want to be model globalists, why do they still control the minds of their people by blocking outlets like Facebook and Google, for example?
I have lived in China. I've been in the smog you talk of.
And they are making massive investments in stopping that. Your original point would have been valid 4 years ago. Not today. They've taken the lead in developing and deploying green power.
And the vast majority of the country has been able to go outside no problem, its only in some of the biggest and densest cities in the world where you see the horrific pollution. In March the government ordered the closure of over 100 coal power plants. Unlike us they are serious about this stuff now. Your post is the past.
So again, lets hope that your original wish doesn't occur, because it will be us on the receiving end.
