I couldn't agree with you more.
By pulling all troops out of South Korea and leaving the land to their own defense we could save billions of our dollars and lessen the threat from North Korea. This is a win-win all the way around for everybody.
It would be better to put the missile system in Japan. It would allow for a better response time to counter anything launched out of Korea and they would be a more willing partner.
Who would have to make the decision to pull out the troops? Could Trump alone do it, or would it take an act of congress?
I'd bet the South Koreans would do some serious crawdadding about the missiles if the US started talking pullout.

The president is the Commander in Chief of the military. I think he could do it but its not likely. There may be some treaty or agreement that would have an impact. I do think he could draw down the number of troops stationed there to a handful.

Its being reported that N.K. just fired off a salvo of surface to ship missiles. I'm sure we will hear more about that soon and what it means. It might be a celebration by N.K. to what hey view as a victory of capitulation by S.K. which is a break from US and S.K. policy. S.K. wants better cooperation with N.K. and China.
