Every naval vessel has a VHF marine radio on the bridge.

They have lots of hand helds and all that. Have dealth with them landing and such including a big submarine tied up to a service vessel off Catalina.

They may however have range problems that far out if their main radios are out. But they can likely get a relay through nearby vessels with full radio capability.

And note they likely could not talk to the Crystal because there ws no one on the bridge. Or at least no one who knows how to operate the equipment. They might leave a junior guy up there with instructions to call someone if he sees someone getting close. But practically that is the best you can hope for.

Why does everyone appear to be up in arms of this deal? Accidents happen all the time including ship to ship collisions, plane to plane collisions. DO some research and you will find out for yourselves. More guys get killed in Peacetime accidents then get killed on the battlefield..............

Are you kidding?

An advanced American destroyer gets taken out by a slow moving cargo ship. There are absolutely huge ramifications depending upon what happened.

That does not happen all the time as you suggest. In fact, it shouldn't happen at all.

Getting into an auto accident and in some jurisdictions there is an automatic police investigation. In this case you have a criminal manslaughter case coming after the thought that the Filipino on the ship may have been a Muslim on Jihad is discarded

In the Navy when that happens, there is a courts martial. Your death data is totally screwed up, or more likely just something you pulled out of your ******.

Collisions: The most prevalent type of major accidents has been collisions, of which
there have been 456 documented cases, 190 between military ships, 184 between naval vessels
and civilian ships
. There have been 51 collisions involving aircraft carriers. There have also been
36 confirmed snaggings of submerged submarines by fishing trawlers or nets, and 82 collisions
by ships with docks during mooring or unmooring, or with unidentified objects.

Look up the USS Evans VS. the RAN Melbourne (New a guy the survived that one). That stuff happens whether you like it or not......

Collisions in calm sea conditions do not "happen", they are caused.

Look, I'm not saying it's common place. I'm saying it happens and typically there are ramifications to the Chain of Command when it does....
