One logical change to Naval vessels is to have backup VHF radios available to communicate to other ships if the radio room is so easily damaged.
They have lots of hand helds and all that. Have dealth with them landing and such including a big submarine tied up to a service vessel off Catalina.
They may however have range problems that far out if their main radios are out. But they can likely get a relay through nearby vessels with full radio capability.
And note they likely could not talk to the Crystal because there ws no one on the bridge. Or at least no one who knows how to operate the equipment. They might leave a junior guy up there with instructions to call someone if he sees someone getting close. But practically that is the best you can hope for.

Collisions in calm sea conditions do not "happen", they are caused.
