The harsh reality is that he didn't have a "plan" to begin with.
Yeah. He didn't plan to even get elected. He underestimated the stupidity of Americans.

If the business of the country isn't getting done at the rate you want, then get the lefty media goons to lay off the crazy speculations and put aside their "get rid of Trump' agenda. It's pure politics and they all know it.
AND
LET HIM DO THE JOB HE WAS ELECTED TO DO.
Aww. Poor Trump. So busy whining on Twitter all day like an attention-starved teenage girl that he doesn't have time to address actual issues.
Trump creates his own problems. He can choose to stop saying outrageous things anytime he wants. He can choose to stop lying to the American people anytime he wants. He can choose to switch of the TV and actually learn WTF is going on anytime he wants. He can do the hard work of making informed policy whenever he wishes.
But he doesn't want to do that. It'd get in the way of his whining and might interrupt a golf game or prevent him from kissing a$$ at his properties to keep the money coming in.
The secret plan is to continue arming ISIS via Saudi Arabia
Saudi Arabia is the worst state when it comes to support for terrorists and human rights abuses
Trump sells Qatar $12 billion of U.S. weapons days after accusing it of funding terrorism
What should become more and more clear to Americans, and this has been going on for a long time so it is not just a Trump issue, is that if there is money to made, principles and morals are thrown out the window.
We have no problem with Communism, Socialism or Capitalism if there is money to made from the deal.
We also proved that big time when we made trade pacts with Communist China for cheaper labor
People have no problem with supporting Communism as long as they are on the winning side of the equation where workers with no rights pay for it.
When there is money to be made, nothing else matters in the USA

If he did all that, the left would have nothing to talk about to justify their existence to themselves.
The answer is in your question. Its a 'secret'. You dont publicize your plans to give your enemies a heads up & escape.
Trump stated he would implement plan right after inauguration. So is it done yet?
Trump stated he had a secret plan that will work.
Trump stated he knows more then the generals.
Then Trump stated he would give the generals 30 days to come up with a plan. The same generals that know less about defeating ISIS then Trump knows. Huh?
So how long to we wait from "immediately" to "30 days" to now?
