It was Medvedev, and it was in the context of discussing missile defense.
In the end it went no where because ended up placing a defence system in Romania, much to the Russian's protest.

Everybody complaining that Russia not playing fair because they are hacking, stop it stop it. No , I want Russia to hack, I want China to hack. How do you know your weakness of you are not challenge . So I would welcome hacking.

So I don't see what the big deal is with Russia, if they got in, it's our failt

Not saying that we should be selling out an ally, but that's done by officials on behalf of the US Government, which is not collusion. It would be a problem if this was in 2007 and candidate Obama was promising the Russians such information in exchange for held or a future treaty once he was elected.
