I'm already paying over $19,000/year on my Illinois home. Most of it goes to the school district, but note all the pensions I'm funding. And $1,000/year for a library? It isn't even that big:
I pay $5K/yr on a nice house in my state (Washington) and we pay no state income taxes plus we still have good policing, low crime, good schools, and good roads. How are we able to do what Illinois can't come close to doing? After living in several states, I'm amazed how good we have it in the Evergreen state comparatively.

What's the feeling in Chicago? On the plus side, you still have a large number of Fortune 500 companies so I think Chicago is fine unless these companies start abandoning, we could then see a quick fall.
Many are are abandoning corporate suburban office parks and relocating to the City. They are doing this to attract and retain Millenial talent who are not ena lured with living in the burbs and commuting to work.
McDonalds corporate and GE Healthcare are recent examples of a national trend.
Illinois is already in a severe budget crisis, with $15 billion in unpaid bills, a quarter-trillion dollars owed to public employees and cash levels so low that soon it won't be able to pay lottery winners.
You won't even be able to collect your winnings and flee the state!

Illinois is ground zero for political corruption, much of which involves collusion between public employee unions and Democrats. The Dem politicians give them extravagant pensions and benefits, and the union members vote for them, get out the vote for them, and kickback some of the $$$$$ for campaign donations.
