Sales tax rates. and the definition of taxable sales, vary greatly from one state to the next. Years ago, to cite one example, Pennsylvania imposed a 5 per cent rate, but Indiana had a 2 per cent levy. However, while Pennsylvania exempted most "necessities", Indiana taxed just about everything -- including groceries.

The issue got so complicated that a Pennsylvania revenue official was charged with the responsibility of determining the taxability of individual items ("ordinary" clothing, presumably even 3-piece suits, however expensive, weren't taxable; formal wear, swimsuits, athletic gear and sports-logoed clothing were taxable); on one occasion, the state press ran a feature article on this person. The process got more complicated if, or when, sales taxes were restructured after a state income tax was adopted. Paper towels, for example, went from taxable to exempt, and a recent revenue crunch led to a suggestion to tax a wide variety of previously-exempted services -- including undertakers' fees.

And the issue gets further complicated when "non-end-use" or component items are involved. A gent I know buys golf carts and modifies them for "mobility scooters" for people with disabilities; the carts are bought and re-sold at public auctions, as are some of the parts, but the auctioneers don't want to take responsibility for collecting the taxes -- and I'm given to understand that antique shops are fearful of a similar crackdown.

The more you explain, for me -- the more you shame the President given his past statements and stance.

Today again he blamed Democrats for not working with Republicans. Schumer said -- invite us we will come and Trump's response -- I don't trust him.

Okay -- so what are you saying -- he's freak'n mental and you are doing your best to justify his inane arguments. Y'all are smarter than he is.
