Chelsea Clinton's parents are not currently in office, nor have they "appointed" her to any position. She is free to speak about whatever she pleases.
Just as have been other Presidential daughters over many, many years: Alice Roosevelt, Anna Roosevelt, Margaret Truman, Caroline Kennedy, Lynda and Luci Johnson, Tricia and Julie Nixon, Susan Ford, Amy Carter, Barbara and Jenna Bush, and many others.

That's because she is. Chelsea is as brilliant as the Obamas. She graduated from Stanford, and has Master's degrees from Oxford and Columbia and a PhD from Oxford. Like Michelle Obama, she made a successful career on her own and didn't depend on a husband to pay her way. The Trumps aren't worthy to clean the dirt off her Jimmy Choos. I think the jealousy is on their side, not the Clintons.
Chelsea has won awards for what? Mediocrity.
What has she done of note? Nothing.

Seriously? I'll give you Ivanka but Eric and Donald JR were not "appointed" to speak for the president. Chelsea has the same right to exercise her free speech as Trump's kids do only she does it with more class and credibility than the brothers do. Ivanka has class but no credibility.
