One solution would have a small EMP device near every server for the AI network. Obviously NOT connected to any network, something that would have to be triggered by humans with a code.

Explain to me how exactly we can control intelligence via regulations.

It's not like I can't write my own AI at home.

That's actually a pretty good point. Such a regulation would only be as good as those that adhere to it.

People who understand automation and AI at a good level have known this risk for a while.

I happen to disagree with Musk on how fast AI might get to challenge certain professions (I work with AI algorithms often, they're great at certain things, still terrible at others), but it'll get there.

This will be one of the biggest challenges human society will face.
