500 Teens surround police, jump on police cars, taunt police, throw glass bottles at cops --- lasts hours --- cops make decision to make ZERO arrests to not upset community or do anything that would threaten the safety of the teens.

For the safety of both the officers and the kids, probably a good idea they decided not to intervene. If they can identify any of these kids on camera that threw something at cops, then by all means arrest them.

The city should close some community pools and use that money to pay for the damage.
when no arrests are made, it just makes planning the next one to be " bigger and better" happen soon.
If actions by a mob would be illegal if done by a single individual, why should there not be arrests ?
For the same reason we don't have cops busting people for jaywalking, handing out speeding tickets for going 26mph in a 25mph zone and so forth.
Rigid inflexible application of the law isn't always the best route to take, showing a little latitude goes a long way at times.
Depends how you approach the whole thing holistically. Are you there to serve and protect or just put the boot down and demand they respect mah authority.
P.S. I don't accept that this means they're going to do it again "bigger and better". They can contact the organizers and let them know that if they do it again and something bad occurs they could be in hot water.
