A bit of hay has been made as to Noor being the first Somali immigrant on the force with Minneapolis being one of the heaviest concentrations of that ethnic group. It's quite plausible his hiring did indeed have political motivations. Politicians don't Iike to disinclude potential large voting blocs. Large numbers of immigrants have been utilized this way quite a bit in history. The Irish in 19th century NYC were capitalized on by Tammany thus. Things haven't changed much that way.

Other than that he is Somali we have no insight as to what his ethnic background and history in that country is. All we have is a general stereotype of the region. Which is far from glowing. It is a hyper violent and backwards country run by warlords. Law is dictated by those with the most guns and "justice" is administered via those guns. Women are a commodity, it's highly tribal and in general is culturally not a good fit with Western standards.

That Noor may have taken an approach to his job that applied standards from his background that are contradictory to policy and procedure used in Minneapolis, and the US in general is a possibility to consider. Having been born and raised in a region like Somalia, the way of thinking embedded in that culture would not easily just be laid aside. This would be a concern with anyone from any other country with a similar history. For example, would say a Russian atonal who maybe worked for KGB or GRU be a good fit in US LE? Maybe I don't want the answer to that given the current state of things. Thing is old habits die hard.

Whatever the case may be in terms of Noors mindset, he screwed up beyond recognition of any rational thought. He killed a citizen who was no threat, firing his weapon across the body of his partner from his seat in the car. That's strike 1 2 3 without considering anything else. His record has a history of questionable behavior we don't have much detail on as yet but may well factor in. The statements coming from his partner smell like rotten fish and the depts and city's statements speak to an "oh s*** we have to say something even if it's wrong" panic mode.

Suddenly they have an international situation on their hands. Noor himself is layered up and clammed up tighter than a sailors slip knot. Attention won't be diverted and there's no making this just go away like so many other cases. Stalling till people forget isn't going to work this time.

The news just said the alley the police were driving down when Justine came to there car was very well lit.
It wasn't dark.

Initial reports said she was actually talking with Noors partner. They were supposedly conversing. But that would say there was no surprise as her presence had been acknowledged and she had been identified. I wonder which it is? Seems to me that Noors partner may have changed it up after he had been debriefed and his bosses had prepared a statement with the proper keywords in it

Like surprise, startled, ambush, fear for life etc.

This is why statements from partners and any other officers on the scene should be recorded right after the incident and released to the public, while the events are still fresh in the officer's minds and before the higher-ups have time to fabricate a story line. We may never know exactly what happened in this case.

It might be un-pc but it is something to consider. It certainly happens. We can be working next to a professional co-worker who we don't really know, because he or she simply has a different cultural outlook that is very ingrained. They seem fine then one day something goes sideways.

In the case at our company there was a deep sense of sexism from certain men that gradually became exposed to the extent of blatant sexual harassment, which they saw as a joke. They knew the rules, they were Americans working at a large US company. They thought they could get away with it because the boss was male. They would defend their culture of viewing women as domestic creatures. I said then go live in your ancestral country or go back to your backwards neighborhood.

Multiculturalism is not easy.
