Moderate Republicans (as well as many Republicans who need to be re-elected) won't support just a repeal because members of their base could be hurt if that happens.
As far as I can tell, their base wouldn't mind getting hurt, as long as someone promised them that brown people and city-dwelling libs would get hurt worse.

If those numbers are even remotely accurate that's 18 and soon to be 32 million new potential customers for the insurance industry. Freed from ACA's minimum coverage restrictions that is driving the taxpayers and Government into an abyss of debt, all of those people would instead have palatable affordable options to pursue (catastrophic plans, al a carte plans, high deductible plans, etc)

You are woefully misinformed.
Users of Medicaid are the poor - what are they going to use to pay for those plans ? especially when any plan that covers an unhealthy person will be prohibitively expensive for anyone making less than 50K per year or without employment. So we can all utilize our employer plans and Health Savings Accounts so we can save dollars to pay against plans that cost thousands or bills that cost tens of thousands for anyone with chronic conditions (COPD, Diabetes, HBP, etc.)
Congress is doing nothing meaningful all because of gridlock and partisan politics. Congress is cutting (90% cuts) an expensive program (Medicaid) without a plan to replace it with anything remotely effective or affordable. Our crisis of affordability for HC expenses will just continue to get worse in this country. Those with money will pay what they have to - perhaps even getting tax credits on the full amounts. Those without will show up in emergency rooms with fevers, pneumonia, and other life threatening conditions because they can't afford to go to the doctor. The hospitals will be forced absorb those expenses.
All of us can just hope that we remain healthy until we are 65 and Medicare kicks in - for as long as that program is sustainable.

I (as you) should seriously question the imaginary line you're imagining (or the media has imagined for you) that determines a pre-existing condition which constitutes a denial of coverage. 32 Million (or 10% of the US population) is a grotesquely inflated estimate. Shame on CBO.
If there is a pool to be denied coverage keep in mind that it will be much smaller than imagined and there is a huge difference between denied coverage and denied treatment. People who are denied coverage WILL BE treated.

It's safe to assume a lot of those 15K are Mexicans and Central Americans. That is in addition to the 66,000 already OKed this year. No doubt a lot of the money they make will go to Coyotes to bring the remainder of the family over the southern border...but the transparent, solar TALL wall (didn't it keep getting higher?) will stop them. Instead they will throw 30KG bags of drugs over it which could hit a real American on the head.
15,000 are just the number of new visa holders getting imported into the USA to work. Many of them have spouses and children and they are allowed to enter the USA alongside the visa holder. Could be 50,000 new immigrants coming in based on 15,000 new work visas.
The problem is, the Republicans that jumped on Ron Paul's coattails in 2012, had never planned, to have a plan to replace Obamacare.
The replacement part is new and they have no clue how to create a big bloated government knows best plan, that does not take liberty and force burdens on people. The Conservative concept is to let the people handle it themselves with their choice of unlimited choices. They have no clue or desire to choose for anyone, only themselves.

You need to study up on both insurance and health care. The underinsured WILL be treated...and the State, Feds and Hospitals will pay the money.
Also, you sound as if - for example - a poor working person with an 85 IQ could and would be able to understand ALL the ins and outs of the Casino you propose setting up.
It's not realistic. It's setting up a predatory system that even insurance companies don't want.
Almost NO ONE wants this - except a percentage of 1%'ers and those who want fellow Americans to suffer and die in larger numbers.
