So, the OP starts with the assertion that liberals or Colorado are supportive of intravenous drug use?
And attempts to conflate marijuana laws with Hepatitis C?
And expects to be taken even remotely seriously?
Using the OP's own logic we should just connect the dots back to the acceptance of alcohol use in every single state in the nation. Alcohol is a drug. it causes great harm and this is well documented, especially when abused, therefor this nation's acceptance of alcohol is the reason for Hepatitis and all other drug related evils!

Meth is truly the devil's drug. It was often given to Nazi soldiers. It opens doors that should never be openned. As I understand it, Flakka is the same. These lab created substances aren't some plant or a derivative of a leaf.
Colorado also has a very high rate of heroin users so I am not surprised that there are so over 2,200 inmates with hepatitis C.
Now, the state seems to be denying effective treatment to people with highly-contagious hepatitis C behind bars
Colorado basically opened a big can of worms by basically telling the nation and world that illicit drug use is tolerated, so now they are up to 2,200 inmates with hepatitis C and the state is refusing effective treatment.
The law of unintended consequences is that Colorado wanted to be ultra-liberal and tolerant when it came to drugs so it is full of gateway drug users who slip into heroin and the corrections systems is falling apart because the state is so overwhelmed with heroin addicts in prison.

To be fair there are some people who should never try weed or alcohol either. it can push them off their fragile path of living a semi-productive life.
Tobacco has been a plague on society as well. Most of it comes from "red states" and it has been very costly for our nation.

What I also find interesting is that the right says they want smaller government and less government interference and talks about lack of personal responsibility...
and then immediately looks to government to legislate what people can do in their spare time.
Tell you what, if you catch someone robbing a bank under the influence of marijuana, feel free to throw the book at them!
