I think part of his problem is he's used to business where he makes the decision and BOOM it's implemented unlike the government where it's more like a decision is made and then "oh, well, we'll get around to it once we see how our lobbyists feel and test the waters to see if it'll get us more campaign dollars or offend anyone important (as in noisy voters)".
