Your post is misleading and leading with the fearmongering hysteria. The headline of your link says it more accurately and its not a new position by Trump.

Graham is looking more like a front man. Trying to get China to take action. It might have some tooth coming from a warhawk who sits at home drinking Russian vodka and watching old WWll reruns with his hand in his panties.
