If President Trump doesn't sign the bill, it doesn't become law - if Congress isn't in session during that time.

This action is known as a pocket veto.

The House of Representatives is currently on hiatus. But the bill originated in the Senate and the Senate is still in session, so technically, I guess it can't be a pocket veto.

It surprises me that the President has sat on the bill for five days.

At best, it makes him look like a petulant child.

At worst, it makes him look like he's waiting for instructions as to how to proceed.

If any Bill shall not be returned by the President within ten days (Sundays excepted) after it shall have been presented to him, the same shall be a Law, in like manner as if he had signed it, unless the Congress by their Adjournment prevent its return, in which case it shall not be a Law.

Which is pretty much what I said.

The sticking point is whether Congress is actually in adjournment when the Senate (the chamber that initiated the bill) is still in session.
