Question? Why do we need SS at Trump Tower full time?
I think it was just a command center, for when they had to be there in case Trump or an immediate family member is there.
To be fair, this would (was) be probably more practical than setting something up from scratch overtime Trump or his wife/kids stay there for a longer period of time.
As a general rule, the Secret Service provides full time protection of the President's main home. Leaving it unprotected would create a logistical nightmare should the President want to return home for a few days.

Why is anyone surprised that a guy who has a history of not paying his bills would pull such a stunt?
Except DT does not pay the bills for SS security, General Services Administration does so out of our tax money.
From local NYC media reports Trump Tower's people walked away from signing the lease over various clauses and the rent amount.
Thing to remember GSA is a government agency that negotiates these sort of contracts and leases all the time. However by various federal statues, rules or whatever certain things will apply across the board, it is just how things are done.
For one thing there is a long list of various things those seeking to do business with federal government must agree. Federal contractors have to abide by certain non-discrimination laws, mandatory hiring of various minorities to meet this or that quota, and so it goes.
Far as the rent goes there probably is a big difference between what Trump
Tower wants, versus what federal government is willing to pay. Terms of this lease will be public information sooner or later, and after the military agreed to pay $130k per month no questions asked for their space, am guessing GSA is taking a more budget conscious line.
