They have been spraying chemtrails for several years, at least. But they only admitted recently they will start testing the idea. Until now it was secret.
And I think nanotechnology is involved somehow. Nanoparticles are in all kinds of things now (food, sun screen, clothes, computers, etc.) even though no one knows how dangerous they might be. It would be expensive to test them for safety, so ... we the public are the guinea pigs.
There are many crazy conspiracy theory websites about chemtrails. They will tell you the purpose is to destroy humanity, or control your mind, etc., etc.
But just because you saw something on a crazy conspiracy theory website does not necessarily mean it's wrong.

No, planes are made of aluminum and it is common to refer to a lot of them flying closely to be called an aluminum overcast.
