They don't have any data/facts to back up this claim per this article.

They might be counting inactive voters in the tally per this article.

Count me as 5 extra voters just myself. I've moved to 6 different states over the last 50 years and never went to the register of voters to cancel my registration in any of them.
I'll bet if we did a poll of who ever canceled out their voter registration in one state because of a move you would have very very few people checking the "yes" box.

And that number would include Steve Bannon - who was registered in multiple states.

3.552 million registered voters over the number of adults in the US who could vote is very significant number. Some adults aren't registered so that makes this inflated number of registered voters even more significant. The states all need to prove they have accurate registrations.
