Didn't read the article, but of course that's what he is trying to do, that's been obvious from the beginning of his campaign. It's the age old divide and conquer strategy. Hate is one of the most powerful tools of a fascist movement, it's relatively easy to use it to manipulate a populace - especially one as uninformed and soft as in the USA.

He doesn't need a civil war, he just needs to provoke enough civil unrest to be able to declare martial law and suspend Constitutional rights; "temporarily" of course to keep us all "safe". Tactic is as old as the hills and incredibly transparent. The Radical Right has been softening us up for this for decades; they were just waiting for the right guy to step up to be the unabashed, unashamed American fascist leader. They got what they wanted with Trump, remains to be seen how far he can go.
