Last time I checked, Texas was still part of the U.S. so yes to your question

Initial aid bill in some form must and will pass, that is a given. The battle will then turn to subsequent funding which likely will be done as with Sandy via a series of appropriations.


Sadly two things are working against things being done on the cheap.


One the hurricane season is just getting warmed up and already besides Harvey there may be one or more serious storms before things quiet down.


Two 2018 is a mid-term election year and as such everyone in Congress has to go home and face the voters. Nothing makes a bad record or political medicine go down well with local voters than pots of money. As such the chances of Ryan and McConnell getting "clean" bills through Congress will be tough.
