I don't see a problem with it. America first, and if anything left over we can help others.

Think of it this way OP, you can't take care others if you are sick... in other words if we put ourselves out of business always helping others, some day (and soon) we won't be able to take care of ourselves and we certainly won't be of any help to others either. America first has to happen.

I found that Singapore, Israel, Mexico Canada, and Venezuela were among the few to step up.

Katrina was a different story....although, most of the aid was declined or simply ignored:

There are some countries that would have trouble surviving, without our foreign aid. Do we have so many friends and allies, that we can afford to toss some of them out and maybe have them turn to China or Russia for help?
