Yes it does,this country everyone is innocent till proven guilty.Until he is found guilty in a court of law ,he is innocent.
Legally yes, but that is separate from the actual act. IF Bill is a rapist, he knows he's a rapist. IF he is a rapist.....and he is never charged.....never being charged doesn't change what he actually did.
