Reread the article. It lays out where Trump plans to send the money. No word on whether he actually has sent the money.

Trump has a history of saying he donates to organizations that have no record of ever receiving these donations.

Actually, I doubt Mr. Manafort's bills are being picked up by the RNC. I doubt the legality (he is not the President or such), and, anyway, no doubt the RNC wants to keep as far from Mr. Manafort as possible.

Perhaps the Russians will help out.
If the campaign and RNC funds are being tapped to pay the legal bills for Trump and Trump Jr. because they are campaign related, then why are Manafort's legal bills not under the same heading?

But I agree with you that the RNC wants to distance themselves from Manafort. Recently, heard Trump talk about Manafort as if he were a distant acquaintance that he has not kept in contact with.

Oh, for fun.

Another new article noted that the news organization had reached out to several of the charities named, and that they confirmed receipt of the money.

I agree that Mr. Trump has a very spotty history of following through on such promises, but I am fully satisfied that he did honor his pledge.
