I thought we had finally gotten smarter.

To put it in an accurate way - it is the "nature" of educated modern man to desire liberty and the rights to secure it. In the USA, our Government is one way we create the rules and system in an attempt to get to that point.

Without Government or LE those "rights" would go away really quickly.
