Congress passed Russian sanction legislation that included clear deadlines.

Trump administration missed the Oct. 1st deadline when they were supposed to issue guidance on which Russian entities in the military and intelligence sectors should be subject to sanctions.

On Jan. 29th, the "Treasury Department is required to begin imposing sanctions against entities doing business with Russia’s defense and intelligence sectors as well as to produce a hotly anticipated list of oligarchs maintaining close ties to Putin."
