Officer should get some retraining and help with anger management (although I do not condemn him for what he did). Offender should do some jail time and be required to go counseling for her alcohol abuse and also anger management.

I thought the idea was to first neutralize to decrease the risk to the officer. If they weren't arresting her she had every right to strike them. If she was being arrested, she should have been cuffed.

Growing up we were taught to respect police officers. Too many people today will argue and fight with the police and then yell police brutality.
Its also possible that, while the woman was in the wrong for being a belligerent drunk and for striking the officer, the officer was also in the wrong for retaliating against the woman by punching her. The world isn't binary.
