Stay on topic please.
Ban the guns by outlawing them and having Uncle Sam to say, give me your gun and I will pay you for it. Done. It's not that hard to do. Australia literally did that after their mass shooting.

Guns then are sold on the black market for a high price (10-20k+, per supply & demand) which prevents normal criminals from getting their hands on it. If you're rolling with 10-20k in cash, you're most likely not going to be a criminal since you have that kind of money. So obviously this makes sense.

Ban owner ship of a weapon for anyone under the age of 18.

Australia took 3 buys backs to obtain most of their weapons. What penalties and/or methods should the Govt use against those that refuse to agree turn them in.

Also, with up to 400 million firearms and an estimated average of 500 US dollars per weapon where would this money come from?

Something needs to be done about the people behind these mass killings if you want to fix the problem at the root cause. Banning a weapon only masks the issue. Just because something is illegal does not mean it doesn't exist, it only means that it wont exist for law abiding citizens to protect themselves with against criminals that have no regard for laws or human life that still garnish the banned weapon. Think deeper people.

Government can give you a financial penalty at first say $250 if you violate the buyback. 2nd harsher penalty (1K). 3rd. Go to jail. Most people will comply.

Same as how the GOP passed tax reform. Put it on the credit card and find a way to pay for it later...

Don't give me the excuse now that all of a sudden we need this to be paid for without deficit spending.
