it would only be conspiracy if TRUMP orchestrated and had a hand in actually doing the hacking or other unlawful activities..
Simply reporting that SOMEONE ELSE is gonna leak emails is not conspiracy.

The action itself doesn't actually have to be a crime. It merely requires 2 or more people to commit an act in a coordinated effort to break the law.
Espionage could also be a crime that could be charged with some of these people.
