In other cities (especially Beijing, Shanghai etc.) whenever people of certain ethnic groups check in a hotel, the police will be notified immediately and come to check. In China ethic identity and birth place are both shown on the national ID, so it's easy to follow.

Wow, blaming the Muslim's for our short sighted policies.
The biggest issue with China is they can have a singular focus on very long term plans. Take the energy industry for example, if you are going to build a power plant you need some kind of consistency of what the policy is going to be 30 or 40 years from now. This applies to every energy sector whether it's coal, gas or renewable. In the meantime China is going forward with "all of the above".
It's amazing the number of people that continue to defend this.
The only people who are defending it are the people who are getting rich from it: the corporate elite and the politicians that do their bidding.
