Did Obama ever come close to implementing Marxism as some had feared?
No. He was a textbook neoliberal.
However he did dabble in racial demagoguery and he turned a blind eye towards members of his administration engaging in full blown racial demagoguery in his second term. But that is not the same thing as Marxism. Neoliberalism with identity politics is still neoliberalism.
What do you mean by "implementing Marxism?" Marxism is a system in which the government, rather than private parties, owns the means of production. I didn't see any evidence of that happening from 2009-2017. Obama did try to reform health care, which could be interpreted as a socialist policy, but once the bill went through the Senate and House, they made so many changes and compromises that it is very different from the plan that Obama had in mind.
Here's what he did do -- he set race relations back 50 years in this country. The damage he created to the social fabric of this country cannot be calculated.
And THAT will be his legacy; I have no doubt about it. History will not look kindly on his Manchurian Presidency.

Ruling by decree and bypassing congress at every turn. Failing to build consensus and just executive ordering what he couldn’t get congress to pass.
I believe he had good intentions, I honestly do. But he did much more harm than good on the system and wasn’t worth the trouble. And he just didn’t do what he said he would do.
In many ways the Barak Obama years were an extension of the Bush presidency. Obama did manage the wars in the Middle East pretty well. And despite no one going to jail for the "Great Recession", the US recovered quickly and the economy is booming. (I shudder at the thought of a McCain or Romney presidency).
I do agree with the regression of race relations under Obama, and his use of Social Justice Warrior identity politics and pandering to liberal elites was a bit disappointing. At least he's not a thief like the Clintons. God, if Hillary had become president, what a nightmare.

He certainly has Marxist leanings, but he's at base a corrupt Chicago pol - but you are right about his racial demagoguery.

Capitalism did do well under President Obama but the haters and the racists thought he was going to turn us in a Communist state.
