Those who know me know that I don't give up easily. If I have my mind set on something, I will go the extra mile to get it. While the steps in my OP seem too troublesome, to me it was worth the effort. I bet the other guys just went home and waited for their banks to open the next morning
Could have tried calling the number on the back of your debt card and see if they would let you make the withdrawal. They would have had to really verify it's you, and not someone who stole you debit card, but they might have done it for you.

Interesting. Actually, I'm somewhat surprised you were able to charge 20 successive charges of over $100 at Walmart without a fraud alert resulting in the card being declined. THAT would tend to be considered VERY high risk activity by any financial institution, considerably more so (IMO) than requesting a temporary ATM withdrawal limit increase to $2000.
If you don't want to be beaten, tased, or shot by the police, just cooperate. Don't be a dick about it. Just give them your ID and whatever information they ask for. I'm not saying this will allow you to survive 100% of the police encounters. But it will greatly increase your chances.
