The absolute wrong solution. In reality they should have made the discipline 10 times as harsh, and should have restored corporal punishment. Will Trump and DeVos reverse this? They should.

Of course the feds should not be involved in education at all.

You can't get more liberal than San Francisco. This new research shows SF is totally failing minorities. They mention throwing more money at the problem, but don't address the discipline problems.
Almost 90% of SF black students don't pass basic math -- they are calling it a state of emergency. Democrats control everything there.

I taught high school in SF in the eighties, and it was bad then but mostly because of serious discipline problems, shocking violence, and disruptions happening during class. So much time that should have been teaching time was wasted dealing with disrupters. We couldn't really crack down on the minority students who were disrupters because Democrats (who were controlling all the education there) were so guilty of bigotry by low expectations. So all the students had to suffer.

Democrats still don't want school choice for blacks. What have democrats done to help blacks get more educated???

Exactly.

The schools in the home countries of many of those kids' families have very strict and stern discipline. When they come here and are faced with virtually nonexistent discipline - a legacy of the 1960s and 1970s and meant for a relatively homogenous, middle class student body raised by two parents which no longer really exists - of course they have no respect for the classroom and for their fellow students.

Instead of banning expulsions we should have five times as many. And we should outlaw disparate impact.

I was in a public school system ran by conservative Republicans. We had a high dropout rate. I got jumped/beaten in a few classrooms. Racial tensions were a big issue in my high school (during the early 2000s).

At the risk of taking a loss, I will mention this. This story comes out of Harrisburg, PA. Harrisburg is a Rust Belt city, and ghetto one at that. And it's about 52% Black. Black youths get more beatings than any other youths in the USA. Corporal punishment is used in the Black population more than anyone else. On the occasion that corporal punishment is allowed in school, Black students get spankings than anyone else. In short, Black kids get beatings more than anyone else. And this being Harrisburg,PA, I suspect most of those kids in the schools get beatings at home.

Go to any prison and you can find plenty of men who were beaten as children. With Blacks being a majority in the prisons (and the USA has the world's largest prison population) it's safe to say a majority of the USA's prison population got corporal punishment used on them as youths.
