If food stamps were more restrictive, similar to WIC, a good deal of this would be eliminated.

Agree on the bolded. I think they don't do it because most families don't get enough in assistance to adequately feed themselves, so if they did, they'd have to up the limits and they don't want to up the limits on coverage.
It's unfortunate, because it only opens the door to fraud like this.
That said, it's fascinating how the linked article in the OP drags Puerto Rico into the story... what's this got to do with Puerto Rico?

I only posted the article that was posted on a website over here in Florida. The mentioning of Puerto Rico may have to do that many people from there are expected to move to Florida and coming with hardly a dime.
On top of that, usually the first to leave are the crooks as lots of people try to safe their belongings before making a decision to stay or leave. Crime on the Island is pretty high and we have collected a lot of stuff for Puerto Rico and the biggest worry was to get the items to the people in need without the crooks getting their hands on it. Luckily we found a great company and local people to handle all that.

Soda is the number one item purchased with EBT and part of the reason for that is it can easily be resold...
