Which is EXACTLY part of his plan. He doesn't give a damn about Jews - look at his casual "arrangement" with the KKK and Neo-Nazis - but he had other reasons for that stupid Jerusalem declaration:
  • - Jingoism: He and his dimmest witted voters thinks this is somehow "patriotic" and "makes America stronger!" It doesn't.
  • - Ego: Look at me! I did something big and important!
  • - Catering to the religious right and their love of doomsday prophecies, which generally involve Jerusalem.
  • - Most importantly, pouring gasoline on the bonfire of religious war to both drum up support among "Christian" terrorists in this nation while at the same time having new ammo to "prove all Muslims are terrorists and need to die."
What Trump did there is basically comparable to some mix of inciting a riot and yelling "fire!" in a crowded theater, but on a global scale.

Shenanigans. The expulsion of ISIS from Iraq is the result of a campaign that has been ongoing since 2015. In a surprising twist, the US military (with help from Australia, Belgium, Britain, Canada, Denmark, France, the Netherlands, Bahrain, Jordan, Saudi Arabia and the United Arab Emirates) decided to do something smart with the entire "asymmetric warfare" deal: They conducted air strikes that took away ISIS' heavy weapons.

ISIS can resupply angry young men with AK-47s easily enough, and fighting those on the ground is a fool's game for the West. (I suspect somebody stateside remembered their Kipling about how "Two thousand pounds of education drops to a ten-rupee jezail.") Dropping ordnance on ISIS' trucks, tanks, artillery, however - that saddles them with a resupply problem. And that takes their edge off - the Iraqis and others can meet them on a more even footing.
