Obama and Bush did not even try, because they figured the negatives outweigh the possible gains (are there any?). Their advisors also told them it was a bad idea, which is what they told Trump too. The embassy we built in Baghdad cost the taxpayer almost a billion dollars, plus providing security is costing a lot on annual bases. Same will be true with the Jerusalem embassy. However, if we insist on building one, we should have negotiated a better deal, which did not happen.
Neither has Orthodox Christianity, or I guess we're forgetting the centuries of violence on their behalf.

In the name of Mohammad all matter of Muslims are attacking and killing; Christians, homosexuals and unwilling farm animals. And if you didn't notice in supposed peace loving islam the religion is the government. That's what you need to be concerned with.
Awad referred to evangelicals as an “extremist religious group” for supporting Trump’s decision to move the embassy under a 1995 law.
So the law was already written, and there has been almost 20 years of waivers delaying what was supposed to be done in 1999. Trump finally followed the law.
