Seems apparent to me there are multiple causes and multiple solutions, some simple and some impossible. Until very recently I lived in a overcrowded house with total 11 people including a married couple and their 20something adult son. The wife worked a low-wage job, the husband was very disabled with substantial mobility issues (with several ER visits and hospital stays in the two years I lived in the house), and the adult son was there as a caretaker for his father.
The house needed major HVAC and other work and the landlord decided to totally renovate with intent to double the old rent upon completion.
So he gave us one month of free rent before we had to move out in order to let the workers do their job.
A month after we all moved out, at least four people were still without a normal home - the family of three (staying in a motel until their money ran out) and another guy (who was staying in a tent in his friend's back yard).
So at least the family was effectively homeless. while the only thing they needed was an affordable roof over there head - Mom was working and nobody had a drug/crime/mental illness issue.
Don't you think at least THAT slice of the problem can be solved?
