"manaforts financial crimes were known" .. apparently, since it had appeared they were investigated during the last admin (the past early threads about it had discussed it and had listed links)
We do know that mueller had taken strzok out of the investigative team and had placed him elsewhere. It appeared to only came to light after investigations, so, it does appear that mueller did not inform anyone

Like anyone else, I can only give an opinion. There are many things that we don't know, and may never know, but there are some things that had been released.
