However, U.S. Department of Agriculture data for 2013 show that the largest racial group participating in SNAP are also white, at more than 40 percent.
Look at the chart. There is a factor in total population amongst all racial groups. In almost every state whites receive a higher number of welfare benefits. I'm not misunderstanding.

But isn't that to be expected when comparing absolute numbers? After all, whites are still the largest ethnic group in the US, about 73%.
I think relative and per-capita numbers are much more meaningful when analyzing such developments.
