Those nukes are there primarily as a defense against India because of the conflicts and wars those two countries have had and because India has nukes.
The fastest way for Pakistan to cease to exist will be to use a nuclear weapon and they know it.

the muslim terrorists Pakistan gave the nuclear bombs to, in your hypothetical above, would be just as likely, if not more likely, to use the nuclear bombs on Pakistan as the usa. that hypothetical wouldn't be too smart for the military or the government of Pakistan.
