Because it’s true. Baltimore is murder capital USA. The police are letting it happen because the hood rats kill with impunity.

In civilized cities, murderers are arrested and imprisoned. Baltimore gives the appearance of being lawless because of idiot local politicians.

I insult nothing, just stating fact.

You need to dumb it down and post a definition.

Baltimore, to this day is still extremely racially segregated due to the legacies of racist housing and transportation policies that have negatively affected the black community. For years and years and years the wealthiest white communities in and around Baltimore had contracts flat out stipulating that you could not sell homes to black people or that they could not rent in specific neighborhoods. Transportation in Baltimore was built around black neighborhoods to avoid them which made it even harder to escape poverty and to find jobs even if members in the black community wanted to obtain legitimate employment. It's extremely difficult to climb out of the gutter after being enslaved for 200 years when A.) your family wasn't allowed to do so and B.) you grow up with generational poverty as a result.

Unlike most other cities, Baltimore also isn't allowed to collect taxes on commuters who come into the city for work and also isn't allowed to receive tax from their metro area. Baltimore is actually the largest single independent city in the entire United States and it's literally impossible for the city to grow because of some 19th and old 20th century laws.

Unlike most other cities' police departments, the BPD is a state agency. The city is literally not allowed to govern its police force very effectively nor is it allowed to manage pensions etc. because the state controls it. The only thing the mayor really gets to do is pick a police commissioner and that's about it - that was after a huge fight in the state legislatures in the 70s just to get the mayor that limited amount of power. This was because the racist and anti-Catholic Know Nothing Party had control back in the day and ran a corrupt city in which 20-30 people were murdered (mostly naturalized citizens) during elections. The state had to come in and take over.



Baltimore is what you get when you enact decades of racism and redlining that leads to wide economic disparities that are literally impossible to break away from. But according to people who know nothing about Baltimore, the entire history of Baltimore doesn't matter and everyone should be easily able to bootstrap themselves out of crushing poverty, vioolence, and extraordinarily obtuse government from its racist legacy on a whim.

So what you are implying is that they don't need to be held responsible for their actions because racism? They don't know right from wrong? They are kids throwing a huge temper tantrum by committing violence?

Who ever said that people who don't break the law don't need to be punished? I didn't, but you certainly seem to have assumed that.

So what you're also implying is that the entire set of systemic problems with Baltimore have absolutely 0 to do with its history? And racism has nothing to do with shaping Baltimore's history and current predicament? Come on, you don't really think decades of literally making it impossible for black folk to move to better areas via racist covenants has nothing to do with concentrating poverty and making it more difficult to obtain wealth that's passed down ?

You can't possibly be that dense can you? Imagine if the government built infrastructure specifically around your neighborhoods to avoid you because you were white or the better off parts of states and towns made it impossible to own a home in those areas even if you could afford it simply because you were white. Let's see you still argue that you should bootstrap your way out of poverty. We've been locking up people for decades and what has it accomplished? Virtually nothing. The cycle of poverty continues and we keep creating generations of fatherless homes. But let me guess - your argument is some flimsy notion that black people have a 'ghetto culture' in which they'd much prefer selling drugs and murdering people rather than having a chance at a stable middle class life? Yeah sure, because people grow up wanting to be a drug dealer on the corner by the time they're 12 so that they can be dead by 19. Good grief.
