Not committing resources to pursue illegals doesn't violate any of those quoted laws as long as CA authorities do not actively interfere with Federal authorities from pursuing illegal aliens. If rounding up illegals is a priority for Republicans then they should commit federal resources and money to do so...
PS> CA is one of the least dependent states on Federal funding/resources. They give more in taxes then they receive back in federal aid... They also rank #1 in states by GDP. So a great proportion of their resources are funded by the local economy... its their money... their resources... they have leverage to do with it as they please.
