Everyone on government assistance or with a criminal record should get free birth control, abortions and/or sterilizations. I would gladly pay more taxes for that.

Sure. I don’t disagree. All of those benefits are conferred by teaching abstinence first and other things in addition. The only reason to exclude teaching about safe sex practices seems to be a moral objection to premarital sex.
