All of those things also matter, but no, you don't want someone with a double digit IQ in charge of a big building project.
It's the illegal immigrants, not the legal ones that most conservatives have a problem with. The pro illegal types tend to conflate the two as being the same, but this is untrue. Legal immigrants tend to be law abiding citizens while those who came here illegally are committing a crime by simply being here, hence the term illegal.
