Yes, he did, and Bill has paid the price over and over for it since that time. Most cheaters, be they men or women, will deny an affair when it is first asked of them. Bill was simply in the national spotlight, more than most average guys who cheated, and he did lie. Doesn't make it right, but he finally fessed up and we have moved on.

By contrast, Trump only mildly admitted his little playing around, after the bus video surfaced. Even then, he gave that half baked "locker room" excuse, and then went on to bring Clinton into it to make himself look better.

And I wouldn't be too harsh on liars, if I were a Trump supporter. No human being on the planet spits out more lies per minute than Trump, and those have been some real whoppers and verifiable lies.
