Or does it mean that the leaks are coming from a chaotic White House, where one faction is constantly competing with another faction?
We have a White House at war with itself and at war with its own party. The Republican party in Congress is also at war with itself. These divisions encourage leaking from all sides, as each strives to gain advantage over another.
Our President himself encourages these divisions, and fosters some of them. He may be a source of some leaks, whenever a leak is to his advantage. After all, aren't many of his Tweets a form of leaking info he wants to become public?
The fact is when the Congress is operating openly, and an Administration is as open, leaking doesn't happen much at all. Why? Because there's no need for it. But when doors are closed, and the closed doors are locked, the leaks will spring out from every crack and crevice in a continual flood.
Our nation's foundation was based on the belief that an open government, where any citizen can go see the workings any day they want, makes for a sound government. It's only when the doors are closed that suspicion builds, and leaking begins.
republicans are wanting the memo in question released, but they want to do it right, with a full house vote. the democrats are afraid if the memo is released it will destroy the case against trump, and strengthen the case against the democrats in question, and that a number of higher ups in the FBI, who are democrat supporters, will lose their jobs, and possibly end up in jail.

The leakers got completely embarrassed the last time they leaked, leaking that Don Jr, had early access to Wikileaks docs. They set up the leaker (most likely Adam Schiff) he took the bait, ran to CNN, and embarrassed himself, and CNN.

Correct but this time the leakers like Schiff and Comey are hurt by the memo so they almost protect that memo with their life!
