McConnell's change to a NO vote was a way to keep the vote on the table. He was not voting against the CR bill, he was voting to continue the Filibuster the Democrats started. This way he can keep trying to get more votes to kill the filibuster and move on to the the actual CR vote, where the Democrats can commit political suicide by actually voting against the people.
To elaborate for the OP, McConnell voted NO in order to retain the option to "move to reconsider" the bill if he can get enough votes to pass it. He would not be able to do that if he had voted YES.

We passed all 12 appropriation bills for all of government last September in the House. And the Senate Democrats have been filibustering those bills. We passed in December funding for these natural disasters in the hurricanes, and the Senate Democrats have been filibustering these bills.

And that will continue to happen until someone in control of the Senate forces them to revert back to the way they used to filibuster, when you had to keep speaking to keep control of the floor. The way it is now, they (Dems) just announce filibuster and the general public does not see who is holding the country hostage, while the party hacks filibustering, blame the other party.

I watched it. The video was cut off at the moment he raised objection. What happened after that. Does the majority leader’s objection kill it or did something else occur after the objection that you didn’t let us see?
If the only thing you have to hang onto is that McConnell took away the Democrat’s attempt to provide cover for shutting down the government, thereby cutting off military pay, then your stance is a weak one.
